Políticas públicas ambientais: ações realizadas durante o verão no litoral paranaense, avanços e retrocessos observados nos anos de 1996/1997 e 2007/2008

Abstract

The coast of Parana State, despite its small extension, has a touristic infrastructure that is able to receive about one million visitors during the summer season. The main attractions are the ecological reserves and the beautiful beaches that offer leisure moments. The coast region has as a characteristic the urban formation, the chaotic nature of production and occupation of the Brazilian space, being remediation and prevention, the keywords to the social actors involved. The coastal management is activated through the instruments, policies and products associated to the National Plan of Coastal Management, especially the Plans developed by the states and municipalities. Considering the sazonality phenomenon allied to the municipal realities of scarce resources for investment in infrastructure, the Government of Paraná State instituted the Summer Operation to promote the welfare of the vacationers, tourists and residents of Parana Coast, providing cultural and sports activities, safety, health and environmental quality to them. The Environmental Institute of Parana State (IAP) inserts in the Summer Operation implanting actions related to its legal attributions and techniques and strengthening the public services essential to the community with the objective to preserve ecosystems and natural resources in accord with the anthropic activities. The present study it evaluated if the results of the played activities, in the years of 1996/1997 and 2007/2008, for the IAP, contribute so that the Summer Operation fulfills with the objectives for it considered. The work was based on bibliographical surveys of diverse areas of the human knowledge and the results had been gotten through the final reports of the Summer Operations of 1996/1997 and 2007/2008, guidelines of weekly meetings and notations in field passbook. The results of the activities of licensing, fiscalization and environmental education in the years of 1996/1997 and 2007/2008 had been compared and evidenced that it does not have standard in the results gotten in the two versions. However, in the Summer Operation 2007/2008 in comparison with Summer Operation 1996/1997, the areas of performance of the IAP had been extended, the beddings of the environmental education and sustainable development had been incorporated, the participation of the society, mainly through the associations and university, was registered, the partnerships and involvement of the public servers had been valued and had occurred more investments in infrastructure and spreading. These considerations stand out the necessity of if evaluating the applicability of the principles of environmental education and fiscalization, as well as the happened results of this process, therefore they are contradictory terms in essence, that is, if the governments, in its more varied authority forms, invest in educative activities and the society starts to coexist concepts related to the environmental preservation, then the repressive and punitive behavior would have to be extinct or being less employed. It was concluded that the Summer Operation is fundamental to environmental management and to the welfare of the people who come to Parana Coast and of the fixed residents. It is necessary to expand these activities throughout the year in other formats, in shorter periods and with lower costs and with broad participation of the local community and leaderships of the productive sectors, nurturing therefore the expression of the adversities, the continuous environmental awareness and the maintenance of the existing project
